






On July 17, the Shandong Provincial Development and Reform Commission, the Shandong Provincial Department of Industry and Information Technology, and the Shandong Provincial Energy Administration issued a notice on the "Construction Plan for Zero-Carbon Parks in Shandong Province."
The document stated that priority should be given to selecting parks with suitable conditions and a good foundation for carbon reduction to construct zero-carbon parks. Construction plans should be formulated as required, and the construction of zero-carbon parks should be steadily promoted. By 2027, approximately 15 provincial-level zero-carbon parks will be established across the province.
Continuously improve the utilization level of green energy. Support parks in fully utilizing idle resources and spaces to develop thermal energy resources such as nuclear heating, solar thermal, geothermal, and biomass energy according to local conditions, and promote the establishment of a heating system that coordinates and complements renewable energy with traditional energy sources for comprehensive and cascading utilization. Accelerate the deployment of medium and long-term cold and heat storage facilities. Actively develop hydrogen energy, promote models such as industrial by-product hydrogen production and renewable energy-based hydrogen production, explore future energy application methods such as green hydrogen and green ammonia, advance the integrated development and utilization of "wind, solar, hydrogen, ammonia, and alcohol," establish a multi-energy complementary energy supply system of "electricity, heat, cold, steam, and hydrogen," and continuously promote the low-carbonization of energy use in parks. Encourage qualified parks to comprehensively promote the diversified development of clean energy such as wave energy, tidal current energy, and ocean thermal energy conversion.
Actively and orderly promote the construction of ESS projects. Support zero-carbon parks in exploring and developing new-type energy storage, actively promote the application of energy storage methods such as electricity storage and phase change material heat storage, and develop advanced energy storage technologies such as lithium batteries, flow batteries, compressed air, hydrogen energy, and flywheels according to local conditions. Support parks in comprehensively constructing gas-fired combined heat and power generation systems, as well as efficient ground-source heat pumps and air-source heat pump systems, and building facilities such as diversified ESS power stations and heat and cold storage devices. Explore the integrated application model of "wind, solar, and hydrogen energy storage."
Cultivate green and low-carbon high-end industries. Use zero-carbon parks as important carriers for cultivating new quality productive forces in green and low-carbon development, actively develop the "green-to-green" model, and explore paths for low-carbon development of emerging industries and deep decarbonization of traditional industries. Leverage the attractiveness of a high proportion of new energy and renewable energy supply to plan and layout industries such as data centers and computing power centers with green electricity demand, advanced manufacturing industries such as NEVs, new energy and new material industries such as hydrogen ammonia and new-type energy storage, and biomanufacturing. Improve the circular utilization network of park waste, promote the resourceful utilization of industrial residual pressure, heat, and cold, as well as waste gas, liquid, and slag, and enhance the level of resource recycling.
Promote the construction of new green transportation infrastructure in parks and the transformation and upgrading of existing transportation infrastructure, improve the construction of green transportation infrastructure such as charging piles, battery swapping stations, and hydrogen (alcohol) refueling stations in parks, and encourage the application of vehicle-to-grid interaction technology. Increase the proportion of green transportation, guide industrial parks to adopt enclosed belt conveyors, electric and hydrogen-fueled heavy-duty trucks, logistics vehicles, and green-fuel ships for bulk cargo transportation.

The "Shandong Province Zero-Carbon Industrial Park Construction Plan" is hereby issued to you. Please conscientiously organize its implementation and jointly advance the construction of zero-carbon industrial parks in our province. The Provincial Development and Reform Commission is responsible for coordinating the advancement of zero-carbon industrial park construction, continuously deepening reforms and innovations in related fields, and providing active support for zero-carbon industrial park construction in terms of pilot exploration, project construction, and fund allocation. The Provincial Department of Industry and Information Technology is responsible for guiding municipalities in promoting the low-carbon transformation of industrial parks and facilitating the construction of zero-carbon industrial parks where conditions permit. The Provincial Energy Bureau is responsible for guiding municipalities in strengthening the construction and reform of green energy supply systems for zero-carbon industrial parks and promoting changes in energy supply and consumption patterns within industrial parks. Municipal Development and Reform Commissions shall collaborate with industry and information technology, energy authorities, and other relevant departments to ensure the implementation of the plan based on local conditions.
